US and Mexican textile industries to tackle Chinese textiles

Two major US and Mexican textile organisations announced on 30 July that they have agreed to work together to increase the competitiveness of the North American textile industry, as restrictions on shipments from China will be lifted from 1 January, 2009.

The co-operative agreement between the National Council of Textile Organisations (NCTO) and Mexican Cámara Nacional de la Industria Textil (CANAINTEX) is clearly targeted against China. The two groups argued that Chinese exports have caused massive disruption in world markets each time trade restraints have been removed, therefore they intended to pursue continued limits on textile and apparel imports from China. They called on the US government to extend the textile and apparel import monitoring programme currently applied on Vietnam to China, so as to make it easier to file anti-dumping duty cases against goods from the mainland. They alleged that Chinese producers receive more than five dozen subsidies from the Chinese government, raising the prospect of countervailing duty cases as well.

Meanwhile, the NCTO and CANAINTEX planned to work with US and Mexican government officials to combat fraudulent shipments into both markets. They expressed particular concern about the illegal use of Chinese yarns and fabrics in apparel items claiming duty-free preferences under the North American Free Trade Agreement and the DR-CAFTA. The two groups said they will integrate their efforts to gather data on this issue and submit the resulting information to customs authorities.
